What's happening in Bagshot, Lightwater and Windlesham? An update on Surrey Heath Borough Council's Community Governance Review

Surrey Heath Borough Council is carrying out a borough-wide Community Governance Review (CGR) to assess the current arrangements of parish councils, included proposed changes for Lightwater, Bagshot and Windlesham.

Phase 3 of the review closed on 20th March 2026.

 The draft proposals recommend:

•   The creation of a new parish council for Windlesham.
•     Bagshot and Lightwater remaining as a combined parish council.

 If these proposals are agreed, the changes will come into effect from April 2027.

Surrey Heath Borough Council will meet on Tuesday 16th June to consider the final recommendations of the Community Governance Review.
