Windlesham Parish Council Contributes to SALC’s Strong & Vibrant Communities Report

Windlesham Parish Council is proud to be part of the Surrey Association of Local Councils (SALC), the not-for-profit body representing the network of parish and town councils across Surrey. We are delighted to have contributed to SALC’s Strong & Vibrant Communities report, which highlights the essential role that parish and town councils play as Surrey undergoes one of the most significant local government changes in decades.
The report sets out how parish and town councils can help ensure strong communities during the transition to two new unitary authorities that will replace the existing county, borough and district councils from April 2027 - East Surrey and West Surrey - with elections for shadow authorities taking place in May 2026.
SALC’s Strong & Vibrant Communities report illustrates the distinctive contribution made by local councils, including:
- Deep understanding of local communities through close and ongoing engagement with residents.
- Responsive, tailored services shaped around local priorities and need.
- Protection and stewardship of valued community assets.
- Support for wellbeing and green spaces, including facilities and activities that strengthen social ties.
The report also stresses that as larger unitary councils take shape, there are both opportunities and risks. While the reorganisation aims to simplify services and unlock future devolution, it acknowledges that services could become less local and communities might feel more distant from decision making without deliberate mechanisms to maintain strong local voice and influence.
Windlesham Parish Council’s work is featured in the report, showcasing our commitment to enhancing local facilities: we have updated all five playgrounds across Windlesham, Lightwater and Bagshot in recent years and invested in accessible, inclusive play spaces for families, as well as successfully installing two outdoor gyms at Lightwater Recreation Ground and Bagshot School Lane Field.
The report recommends early, structured engagement between parish and town councils and the new unitary authorities, alongside local agreements for service transfers where communities want them. It also highlights the need for adequate funding and support so local councils can take on expanded roles effectively.
