Keeping a Local Voice in a Changing System

Local Government Reorganisation (LGR) and Community Representation

Following Local Government Reorganisation (LGR) and the creation of unitary authorities in Surrey, parish and town councils will become even more important. They will be the only democratically elected tier of local government at the community level, ensuring residents continue to have a direct voice in decision-making.

Parish and town councils are well placed to take on devolved services, such as managing green spaces, community halls, local events, and minor infrastructure. They are also statutory recipients of Community Infrastructure Levy (CIL) funds, enabling them to deliver infrastructure improvements directly benefiting their communities.

Parish councils often act as a vital support network for the voluntary and community sector, offering grants, facilities, and coordination of services. Larger councils, such as a unified WPC, may be more resilient and capable of absorbing these devolved responsibilities, particularly in areas like service delivery, community hubs, and infrastructure projects.
