Windlesham Parish Council – Annual Meeting Update

Held Tuesday, 20th May 2025 | St Anne’s Church Centre, Bagshot

The Annual Full Council Meeting of Windlesham Parish Council was held on Tuesday - a key point in the municipal year that includes the formal election of the Chair and Vice-Chair. While the meeting is largely procedural and governance focused, it also sets the framework for the year ahead with clear focus and renewed purpose.

We’re pleased to share some highlights and a positive outlook for 2025–2026:

New Chairman and Vice Chairman elected

We are delighted to welcome Cllr Valerie White as the newly elected Chairman of Windlesham Parish Council, and Cllr Rebecca Jennings-Evans as Vice-Chair. Both were voted in with strong majorities and bring passion, experience, and commitment to their roles.

A sincere thank you to Cllr Alf Turner for his two years of dedicated service as Chairman. His hard work and dedication is much appreciated.

 Council Structure and Committees

  • Members were appointed to key committees, including Planning, Personnel, Communications, and Village Committees.
  • The Council reaffirmed its scheme of delegation and reviewed standing orders, financial regulations, and the asset register, reflecting sound governance and accountability.
  • Dates for meetings throughout the year were confirmed, with the Full Council set to meet ten times annually.
  • A full list of all meetings will be on the Parish Council noticeboards across the three villages shortly. Residents can also visit our website to access this information.

Community Consultations:

 Heathpark Wood

  • During public question time, residents' questions were considered regarding the Heathpark Woods Community Building and the importance of reaching all residents, not just those online.
  • The Council responded with a full overview of its inclusive outreach strategy, which includes posters, local events, direct email campaigns, and traditional printed materials.

Asset Transfers

·       The consultation regarding the possible transfer of local assets and public spaces from SHBC to WPC is also ongoing until 30th May.  WPC remains open in principle to exploring options that could benefit the local area. Residents are encouraged to share their views via the following link: Asset Transfer Survey.

Hard copies of both consultations are available at the Parish Council Offices. Alternatively, Bagshot Councillors have placed copies in Bagshot Library.

 

Supporting Local Initiatives

  • A grant of £280 was awarded to the Bagshot Society for and seasonal planting and the funding of ‘Meet the Councillors’ events, giving residents an opportunity to speak with Councillors from all tiers of local government.

 

Looking Ahead:

Windlesham Parish Council is pleased to support another year of community events that celebrate local spirit and bring residents together. Highlights for 2025–2026 include:

·       Heritage Open Days at Bagshot Chapel -
Returning this September, the chapel will once again open its doors over two Saturdays, offering visitors a rare glimpse into its rich and charming history.

·       Christmas Trees and Switch-On Events
WPC will continue to provide festive trees and lights in each village. The switch-on events are a well-loved tradition and always draw a great crowd.

·       Christmas Carols at Bagshot Chapel
A popular annual gathering featuring festive music in the beautiful and historic setting of Bagshot Chapel.

  •      Chairman’s Annual Community Reception – Council’s only hospitality event, honouring local volunteers who make a difference in the community.
